COMMITTEES FOR THE DEFENSE OF DEMOCRACY FREEDOMS AND HUMAN RIGHTS IN SYRIA – Final Statement of the Second Ordinary General Assembly Amman, 24-26 August 2006 COMITES POUR LA DEFENSE DES LIBERTES DEMOCRATIQUES ET DES DROITS DE L'HOMME EN SYRIE Déclaration finale de la deuxième Assemblée Générale Ordinaire, Amman, 24-26 août 2006 Les comités pour la défense des libertés démocratiques et des droits de l'homme en Syrie ont tenu leur deuxième Assemblée Générale à Amman du 24 au 26 août 2006, en présence de 43 représentants membres des comités. La réunion a été organisée après la tenue des élections des représentants. Les représentants des organisations suivantes ont participé au travail de l'Assemblée Générale comme observateurs: 1. Réseau euro-méditerranéen des droits de l'Homme, 2. Amman Center for Human Rights Studies (ACHRS), 3. Arab Network for the Monitoring of Elections, 4. Federation of the Human Rights Centers in the Arab World. La réunion de l'Assemblée Générale a eu lieu dans des circonstances délicates et compliquées, affectant le monde arabe généralement, et la Syrie en particulier. L'Assemblée Générale considère que la seule façon de surmonter la situation politique actuelle en Syrie est de formuler un nouveau Contrat Social basé sur la citoyenneté et l'état de droit, et d'introduire des réformes constitutionnelles et juridiques qui sont compatibles avec les critères internationaux pertinents et les traités, dans le cadre d'un pays uni. L'Assemblée Générale a affirmé pendant ses discussions animées son adhésion aux lignes directrices des comités et à la stratégie générale approuvée à la Première Assemblée Générale (constituante), tenue au Caire en 2003, et à la réunion extraordinaire de l'Assemblée Générale, tenue a Damas en 2005. Ces réunions ont eu lieu dans l'objectif de continuer la lutte pacifique et ouverte pour la dissémination et la consolidation des valeurs et de la culture de libertés démocratiques et de droits de l'homme, et la lutte contre toute violation des droits de l'homme, qu'elle soit gouvernementale ou non gouvernementale. La raison à cela est que cet effort dépend de la référence de base à la Déclaration Universelle des Droits de l'Homme, aux conventions, traités et accords pertinents, et au Quatrième Chapitre de la Constitution Syrienne de 1973. Les activités et le rapport financier soumis au Conseil d'Administration ont été approuvés. De plus, les nouveaux règlements ont aussi été adoptés, après un dialogue sérieux et animé, au cours duquel l'attention des participants a porté sur la distribution des tâches et des pouvoirs de manière équilibrée parmi les comités. Cela a constitué une affirmation de la tendance démocratique au sein des comités, et a constitué une étape majeure vers un institutionnalisme réel, avec des mesures telles que l'introduction de mécanismes de contrôle des fonctions des comités, la formation d'un organe arbitral spécialisé, la nomination d'un mécanisme pour le contrôle des comités et de leurs fonctions, ainsi que la formation d'un comité consultatif constitué d'intellectuels, de chercheurs, d'activistes et de personnes expérimentées et spécialisées dans le domaine des droits de l'homme et de l'action civile en Syrie et à l'étranger. La réunion de l'Assemblée Générale a constitué un événement important, d'une part pour la promotion des fonctions des comités qui ont été impliqués dans le dialogue, et d'autre part, pour les délibérations tenues pour formuler la stratégie de ces comités, les mécanismes et leurs fonctions, et leur structure dans une formule basée sur le principe de partenariat intégré, et les résolutions et recommandations prises à ce sujet. Au terme de la réunion, l'Assemblée Générale a remercié le Amman Center for Human Rights Studies (ACHRS), pour avoir accueilli la réunion de l'Assemblée Générale. Treize collègues ont été élus au Conseil d'administration après la nomination de dix-neuf d'entre eux. The meeting was convened after holding representative elections. Representatives of the following organizations participated in the work of the General Assembly as observers: 1. The Euro-Mediterranean Network of Human Rights. 2. The Amman Center for Human Rights Studies [ACHRS]. 3. The Arab Network for the Monitoring of Elections. 4. The Federation of the Human Rights Center in the Arab World. The General Assembly meeting was held under delicate and complicated circumstances, affecting the Arab region generally, and Syria in particular. The General Assembly believes that the only way to overcome the current political situation, which Syria is experiencing, is to formulate a new Social Contract based on citizenry and the state governed by law and to introduce constitutional and legal reforms that are compatible with the relevant international criteria and charters within the framework of a united country. The General Assembly asserted during its rich discussions its adherence to the line of the committees and general strategy that was approved at the First General Assembly (Constituent) held in Cairo in 2003 and the extraordinary general assembly meeting held in Damascus in 2005. These meetings were held as a continuation of the peaceful and open struggle for the sake of the dissemination and consolidation of the values and culture of democratic freedoms and human rights and the struggle against any violation of human rights, whether its source is governmental or non-governmental. The reason for this is that this effort depends in its base reference on the Universal Declaration of Human Rights, all relevant conventions, agreements and covenants, and the Fourth Chapter of the Syrian Constitution of 1973. The activities and the financial report submitted by the Board of Trustees were endorsed. Moreover, the new bylaws were also approved after serious and rich dialogue in which attention was devoted to the distribution of assignments and powers among all the committees in a balanced fashion. This was an affirmation of the democratic trend in the committees, and it constituted a major step toward real institutionalism such as the introduction of the mechanisms of control of the functions of the committees, the formation of a specialized arbitration body, the designation of a mechanism for the control of the committees and their functions, as well as the formation of a consultative committee consisting of intellectuals, researchers. Activists and experienced and specialized individuals the fields of in human rights and civil action from Syria and abroad. The General Assembly meeting constituted an important event for the promotion of the functions of the committees which were involved in dialogue, on the one hand, and for the deliberations held to formulate the strategies of these committees, the mechanisms of their functions, and their structuring in a formula based on the principle of integrated partnership, and resolutions and recommendations taken in this regard on the other hand. At the end of the meeting, the General Assembly conveyed its thanks to the Amman Center for Human Rights Studies [ACHRS) for hosting the General Assembly’s meeting. Thirteen colleagues were elected for the Board of Trustees after the nomination of nineteen.
