-page 4, d):
underlining the importance of CSOs in preventing conflicts and peacebuilding, we'd like to point out that this action has not to be limited to a lobbying activity on States and International Institutions in order to orient politics, but must be equipped of new instruments to prevent conflicts by popular diplomacy, nonviolent interposition and violence reduction.
This instrument could be provided by civilian peace corps who are, in this particular historical phase, the answer of CSOs to security problem.
which tasks have to carry out CPCs?
? stop or reduce violence
? civilians protection
? promote dialogue between conflicting parts

? page 5 c):
a propose about NGO fundrising: to establish a maximum of 30% coming from public financings. This for increase autonomy in actions in front of establishment and to have at the same time an incentive in building connections with civil society.
This also allows to increase, in our countries, people awareness of civilian victims situation, and create relationships between populations.

- Page 17, 2.3):
we'd like to underline the Balcans to be geografically and historically part of european scenary, that's why the balcan conflict has to be considered a non-foreign problem for Europe.
We want to remind the experience of thousands of european citizens and among them more than 20.000 Italians operating within balcan’s wars in nineties.

-Page 19, 3):
speaking about UN and other international protagonists: we point out opportunities of actions, by all little countries historically and stoically without Armed Forces, in peacekeeping, funding and supporting concretely a non-armed conflicts prevention and peacebuilding.

- Page 21:
as far as concerning UN reform, we assert strengthly the necessity of institute the “People Parliament” as regards we refer you at Prof. Antonio Papisca’s study, of Padua University.

- Page 29, 6.1):
our wish is the introduction between ethical critheria:
1. neutrality with reference to conflicting parts (CSOs action never espouse a cause to another’s disadvantage) but not to violent actions’ responsibility and to human rights’ violations coming from whatever part.
This concept is completely expressed in the italian word “EQUIVICINANZA”, that means to keep the same closeness to all parts.
2. the importance in CSOs (CPCs?) actions of sharing the sufferings of victims,whatever part they are from, and involvement of this same victims in peacebuilding process.

- Page 30, 7):
we suggest as main interlocutors of conflict the poors and the victims of the conflict itself and the local leaders working for dialogue and peace between parts in conflict.
